What is the ECCV Water Savings Rebate program?
The program was designed to offer customers an incentive to upgrade their old high water use toilets or washers to new, water-saving units.
Will these new toilets and high efficiency (HE) washers save water?
Yes. New low volume toilets use 1.6 gallons per flush or less. Toilets made prior to 1994 use between 3.5 and 7 gallons per flush. The average person flushes the toilet 2,500 times in one year.
New high efficiency washers use 27 gallons per load or less. Standard washers can use up to 55 gallons per load. Due to their lower hot water use and increased water extraction efficiencies, HE washers can also save up to 40 percent of the energy used for laundry while using significantly less detergent.
I heard the new low-volume toilets don't work well.
Versions of low-volume toilets made in the early 1990's often had problems. Since then, manufacturers have invested in research and development to design low-volume toilets that work as well as or better than the ones they replace. Customer satisfaction surveys confirm that owners of low volume toilets rate them very well about 90 percent of the time. Of course not all low volume toilets perform equally. What brand toilet or washer should I buy? Which HE washers are eligible?
The washers must be HE or labeled "High Efficiency" by the manufacturer, meeting Consortium for Energy Efficiency standards for High Efficiency washers. Click here for an updated list of eligible washers from CEE.
Eligible low-volume toilets come from a variety of manufacturers. Customers must show with application documentation that the model uses 1.6 gallons of water or less per flush.
How will the rebate be issued?
The rebate is issued as a credit on your ECCV water account.
What do I do with my old toilet or washer?
Old toilets must be disposed of with your trash. Washers may be recycled. Old units may not be reused on the property if you wish to receive a rebate credit.
I have several old toilets in my home. How many rebates am I entitled to?
Homeowners in the District with homes built before 1994 are eligible for up to 2 toilet rebates. All homeowners are eligible for one HE washer rebate. Replace the oldest toilets with the highest use first, to maximize your water savings.
I want to improve my home. How do I apply for my rebate?
ECCV customers who would like to apply for the rebate may print and fill out an application form (click here for forms) and send to ECCV along with proof of purchase and a photo for the unit(s) you have replaced. Accounts must be up-to-date and in good standing to receive credit under the program.
Eligible customers may receive $125 for replacing one HE washer, and $100 per toilet for up to two toilets.
Will there be an inspection on my new toilet or HE washer?
New toilets and HE washers will be selected randomly for inspection.
I rent. Do I qualify for a rebate?
No. Only owner occupied units qualify for a rebate.
